Gun Owner May Be Responsible
Protectors Prevent/Stop Shooting
If School Teachers and Bar Tenders -- (Volunteers Only) had quick access to a SAFE gun -- and were thoroughly trained on how to use the gun and handle the situation, then they would be much more able to stop shooters before they shoot any (or more) people. Also, all school entrances should have metal detectors.
If the gun used in the shooting was not owned by the shooter, then the gun owner needs to be questioned. If the gun was not in a safe, locked room or cabinet, then the gun owner is partially responsible for the shooting and any deaths. Laws should allow the gun owner to be prosecuted as an accessory to the crime.
