One Saturday morning, as he was leaving his house to go hunting, my father – who was then 15 – asked his mother “What’s for Dinner?” She replied, “potatoes and cabbage and what ever you shoot today”. On the morning of my 14 th birthday my father announced that he bought me a 12-gauge shotgun for my birthday and would pick it up the next day at the hardware store in Taunton.

But that afternoon I just could not wait, so I hitch-hiked the 7 miles from Dighton to Taunton. I went into the hardware store, identified myself, and they handed me the gun and two boxes of shells. Carrying the gun in full view, I walked back through the center of Taunton and hitch-hiked home. I got the two rides I needed to get home: yes, both me and my gun. That was a time in America when NO wackos went into schools and shot and killed defenseless children.

Big Strategic Mistake

The liberal left-wing made a major mistake on this issue by calling it “ Gun Control ”. To the conservative right-wing, especially the NRA, this term signals that the left- wing’s goal is to ban all private gun ownership. So, they fight against any gun control law – regardless of how optimum it is. A simple name change to “ Optimum Gun Ownership ” will enable left-and-right wing factions to come together and find an Optimum solutions acceptable to all factions. The goal of this OPAVE analysis is to help achieve this.

Optimal Guns Laws (1)

Gun Control laws should be decided on national, state, and local levels. What is Optimal for New York City would not be Optimal for a rural county in Wyoming. The participants involved in defining these laws should include: Gun Owners & Dealers Gun Range Owners State & Local Police & FBI

Military Gun Ownership Restricted

Military Guns should NOT be owned by private citizens. These guns can do great harm to a victim. Also, why would they need them? As an avid former hunter, I know that I would never use one for hunting. { See comments about Shooting { Ranges and Gun Clubs }

Optimal Guns Laws (2)

Private Ownership of Guns Allowed

Owners must meet Requirements

Private Citizens should be able to own most non military type guns. Shotguns are owned today by many private citizen hunters. Rifles and Hand-Guns should also be allowed, but with rigorous requirements.

Shotgun owners must obtain valid Hunting Licenses. Rifle and Hand-Gun owners must obtain valid Gun Owner Licenses. To get a Gun Owner License the owner would have to be vetted – AND – have a safe and locked storage place for their gun(s).

Anyone who cannot meet these requirements will have to suffer the PAIN of not owning a gun.

Illegal Gun Dealers Harm People

Legal Gun Dealers protect and prevent gun victims by enforcing laws about who can own what guns. They should be the source of all guns. Legal Gun Dealers should keep records of all sales - and any identification marks for each gun. A gift or private sale is OK, but the transaction must be through a legal gun dealer.

Laws Against Them Protect People

Illegal Gun Dealers sell guns that are NOT Legal. They sell guns to owners who do not have a gun license. They sell guns to people who are more likely to shoot innocent victims.

Gun Clubs and Gun Ranges

Gun Clubs & Gun Ranges Help People

Gun Clubs and Gun (Shooting) Ranges can offer people safe and legal access to guns that may not be legal in that location – and to people who may not have a Gun Ownership License.

They are especially useful to help train shooters who are not ready, or too young, to get their own Gun License.

They are also very helpful to gun enthusiast who just want to try out a specific gun or who don’t want to own their own gun.

Example: AR-47 and AK-47 rifles should NOT be owned by private citizens. But it would be OK for them to be available at an authorized Shooting Range.

Help for the Police (1)

When Police arrest a Shooter , or Illegal Gun Dealer , the arrestees should know that they are looking at a long jail sentence. The Police should consider offering them a Plea Deal : Shooters must identify all their Gun Dealers, and Gun Dealers must identify all their Gun Customers. Only when these named shooters and gun dealers are arrested and convicted will the cooperating convicts get their reduced sentence.

Gun Manufactures Help Police

Police Help PAINS Gun Criminals

Gun Manufactures can help police identify a gun in several ways:

Stamp a unique code on bullet casings. If a bullet casing is found at a crime scene it may help identify the gun and the gun owner. Engrave QR codes on every gun. When the police present the QR code to gun dealers it may help the identify the owner. Gun Manufactures (and Gun Dealers) should respond quickly to police requests to trace a gun.

News Media Encourage Shootings

Mass shootings are often done by deranged people who shoot as many people as they can - and then often shoot themselves. Their motive is often to make themselves famous. The News Media needs to stop helping them become famous. The news media should voluntarily NOT identify the name of the shooter and NOT show pictures of them. The News Media should NOT be forced to do this via LAWS (they have the right to freedom of speech) but by public opinion. If they do not restrain their publicity of the shooter they should face angry public opinion from a deluge citizens, police, and politicians.

Gun Owner May Be Responsible

Protectors Prevent/Stop Shooting

If School Teachers and Bar Tenders -- (Volunteers Only) had quick access to a SAFE gun -- and were thoroughly trained on how to use the gun and handle the situation, then they would be much more able to stop shooters before they shoot any (or more) people. Also, all school entrances should have metal detectors.

If the gun used in the shooting was not owned by the shooter, then the gun owner needs to be questioned. If the gun was not in a safe, locked room or cabinet, then the gun owner is partially responsible for the shooting and any deaths. Laws should allow the gun owner to be prosecuted as an accessory to the crime.

OPTIMUM Gun Control

Optimum Gun Laws Help America

If Americans agree on what guns are legal, who can own them, and who can sell them, If America has clearly identified illegal guns, illegal ownership, illegal gun dealers,

If America has Police and Courts that vigorously prosecute gun criminals, If America does not publicize and sensationalize violent gun criminals,

Then America will have far less gun violence and death.
